VLADEK GROZNY, believed to be affiliated with the RAVENSGATE CRIME COMMISSION, hired this mercenary terrorist to kidnap DANIELLE DEVEREAUX and hold hostage fellow ballgoers at AL-AMARJA SHRINE TEMPLE. THE DOE FAMILY foiled his attempt.

African Police Brethren (APB):

Ravensgate’s local chapter formed in the late 1970s as a reaction to the abuses of the good-ole-boy network that had become entrenched in the Bureau of Public Safety (“Checkerheads”). In his attempts to circumvent the good-ole-boy network, represented by the RAVENSGATE POLICE GUILD, Superintendent PHILIP SNOW forged alliances with the various ethnically based police fraternities. Prominent members of APB include WILTON “FRANK” FRANKLIN and ALIA SHABAZZ. APB and similar groups formed the Ravensgate chapter of the Fraternal Order of Police after the RAVENSGATE POLICE GUILD was disbanded in 2002 under the Racketeer Influenced and Corrupt Organizations Act.

Al-Amarja Shrine Temple (2613 Lee Parkway):

Designed and built in 1921 by JERICHO THROCKMORTON, this marble and stained glass landmark is located at the intersection of Lee Parkway, Commerce Boulevard and S.W. William McKinley Parkway. It has served Ravensgate well as the place where the elite would meet, greet and hatch evil plans in secret—-until it was seized by the feds under the RICO Act in 2004. It was one of the centers of local society, along with the DITKO BEACH GOLF COURSE AND COUNTRY CLUB.

Allemande, Rey:

WILTON “FRANK” FRANKLIN’s predecessor as captain in charge of the Homicide unit, Allemande became a guest of the state after revelations that his HOMICIDE & SPECIAL INVESTIGATIONS unit committed as many murders as they solved. He subsequently escaped to kill ROY “BATTY” SIEGFRIED and LEON “SPAZ” SPASZNIEWSKI and join his AL-AMARJA SHRINE TEMPLE brethren for a sacrificial ceremony at FOREST CREST that The Foundry interrupted. He is serving multiple life terms at the SHERIDAN FEDERAL REGIONAL STRONGHOLD for murder, racketeering, grand larceny, money laundering, rape, kidnapping and extortion.

Antinov, Richard:

As a sergeant in ECM, the police anti-metahuman unit, Rich Antinov was TOMMY GUNN’s right-hand man. Now, he heads the unit as a captain. He is a forty-something veteran of the COMETPRO-trained Portland Police SWAT team and is a member of COMMUNITY DIVERSITY IN POLICING.

A South African Boer married to an American, Blanke was an executive assistant for the THROCKMORTON GROUP and an aide to JANWILLEM vanZIEBBE and LEMUEL THROCKMORTON JR. His official title was Special Executive Assistant for Corporate Security, whatever that means. He was an Exalted Guard in the AL-AMARJA SHRINE TEMPLE until the FOREST CREST raid. Now, he’s a ghost after hanging himself in December 2003 to avoid racketeering, murder, rape and kidnapping charges.

Blue Line Tavern (4411 N.E. 44^th Street):

Located between DEVEREAUX ARENA and the “Mulletville” section of the Chadwick Arms neighborhood, near the old cement plant, this is a tavern strictly for hockey fanatics. Or expatriate Canadians. [The NHL-expansion Ravensgate Outlaws play at the nearby arena.] Fighting is not allowed unless the barkeep gets involved—and word has it the little guy’s the best there is at what he does.

The Box of Rain (1020 Kellogg Avenue S.):

Neo-hippies are the target market of this food co-op, microbrewery and Deadhead-products emporium. Think of it as Uwajimaya Market for the tie-dyed set. The Box sells hemp clothing, wheatgrass juice, alternative dietary staples, and its own brands of beer. The latter product line includes the bitter Dire Wolf and extra-stout Jerry Duty.

Brewers Field (Commercial Blvd. & US Grant Avenue):

The City of Ravensgate built this landmark in 1994 with the aid of the brewers’ consortium that owns the minor-league baseball team. It had been named Schludwiller Field, but that brewer had its name removed when the other owners refused to cut off alcohol sales after the seventh inning. Whenever opposing outfielders attempt to keep fly balls inside the park, the Blitz Bums in the bleachers dump Bladderbusters of beer in their faces. At least once every home stand against hated rival Portland, somebody throws a dead beaver onto the field.

Brother Knight:

The first Brother Knight was not aboard TEAM HYPERION’s plane when it exploded; he had business elsewhere. In memory of his mentor, that Brother Knight became PALADIN NOIR and passed his mantle to another. Inspired by the current Paladin Noir, the current Brother Knight is a speedster who can outrun an Indy race car, lift and throw a motorcycle, and (at full speed only) phase himself through solid matter.

Bulent, Mullah Kebir, Ph.D.:

Leader of the Nehalem Mevlana Jalaluddin Center, the fortyish Turkish immigrant is a consulting religion and philosophy lecturer at COLLEGIUM CAINE. He is the author of Terrorism Isn’t One Of The 99 Names For God: Reclaiming Islam From The Sociopath Fringe.

Bureau of Public Safety (RBPS, Checkerheads):

Legendary Ravensgate mayor “BOTTLE BILL” d’AMBROSIO created the local police department in 1923 as a reaction to the way the Nehalem County Sheriff was enforcing Prohibition. [FYI, the sheriff was enforcing it, d’Ambrosio wasn’t.] Unfortunately, the new police department had no uniforms, so d’Ambrosio purchased Army surplus Doughboy uniforms, dyed them blue, and supplemented them with checkered taxi-driver hats.

This is the origin of the “Checkerheads” nickname. It still holds today because the uniform has changed very little in 80 years. So have the climate of corruption and abuses of power.

Currently, the Bureau is in a state of flux. Reformer Superintendent PHILIP SNOW has solidified his power base, but it is unknown how many of the Old Guard still lie deep within the ranks.
