I’ve made the following fixes to Ice Powers, one of the most unbalancing powers in the game:

Unless it is a character’s only power, or a significant portion of the character’s abilities, no character will receive all the aspects of Ice Powers.  This will be reviewed on a case-by-case basis, but players should expect their characters to have one or two of the following aspects:  Armor Generation, Ice Blast, Ice Defense (Invulnerability), Ice Slide, Freezing Blast (Agility Drain), Adaptation (vs. temperature extremes only), Personal Damage Shield (Freezing Touch), Absorption (Heat or Cold).  Multiple instances of Ice Powers may grant one additional aspect per additional set of Ice Powers, but Ice Defense and Armor Generation will never be in the same character’s repertoire.

Movement Cost to generate Ice Armor is taken proportionally from all modes of Movement simultaneously.  This means that a character with 53” of Ground Movement and 321” of Flight who uses 11 points of Movement to reinforce Ice Armor, loses 11” of Ground Movement and 67” of Flight.

The weight of Ice Armor subtracts from Carrying Capacity, Base Hand-to-Hand Damage and Movement.  Subtract the Armor Rating from Carrying Capacity.  If the Armor Rating is equal to or greater than half the Carrying Capacity, a Movement penalty of 1 Power and -1” per (Armor Rating/10) will be assessed.

Ambient air temperature will affect generation of Ice Armor.  Between Freezing (32° F/0° C) and Room Temperature (68° F/ 20° C), there is no bonus or penalty for generation of ice.  Between 70° F (21.5° C) and 120° F (48.9° C), it takes twice as much Movement to generate ice, and twice as much ice melts.  For every 100° F above 120, double the Movement cost, double the Power cost (begin at 2 at 121° F) and double the melting rate.  At 451° F (232.8° C), it will be impossible to generate ice--except to counteract searing-heat damage.  On the cool side, it takes two-thirds the amount of Movement to generate ice Below Freezing (31° F/ -0.8° C), half as much Below Zero (0° F/ -17.8° C).
